Как бы это повежливее сформулировать. В общем, я готов поверить в то что в Украине найдутся люди, которые считают что бумажными гарантиями США можно не только подтереться. Потому что кое-где там все еще курят самокрутки.

“We agreed to robust security guarantees that I would describe as game changing,” Witkoff told Jake Tapper on “State of the Union,” describing the security guarantee as an “Article 5” type protection against further Russian invasion.
He said Putin also agreed to “legislative enshrinement” by Russia to not go into any other territory, in Ukraine or elsewhere in Europe, as part of a potential peace deal.

The United States and Israel have signed multiple bilateral defense cooperation agreements, to include: a Mutual Defense Assistance Agreement (1952); a General Security of Information Agreement (1982); a Mutual Logistics Support Agreement (1991); and a Status of Forces Agreement (1994)
Договора, это-же и есть официально оформленные гарантии. Нормально оформленные договора будут соблюдаться. Просто ляпнуть с трибуны "мы будем поддерживать Украину до конца", естественно, гарантией не является.
