When Tony Blair spoke at Congress, he had this to say: "On our way down here, Senator Frist was kind enough to show me the fireplace where, in 1814, the British had burnt the Congress Library. I know this is, kind of, late, but sorry."

He got huge laughs for this, and the joke was published in Newsweek and Time. And it was funny.

Would it be as funny if Bush showed up at Hiroshima and said, 'Boy, you guys have sure straightened up this place since we were here last!'?
