Things like that happens in community where contempt for state law long ago become a common place.

On other hand it shows that "rehabilitation" practice that we use is, at least, outdated.

Fictitious 'Torah Rehabilitation Center' busted

Jerusalem police on Thursday arrested four Israelis, including the Rabbi of a city yeshiva, on suspicion of operation of fictitious Haredi 'remand and rehabilitation' center for religious criminals released on bail, police said.

The four male suspects, who are suspected of deceiving both the courts and police over the last several months, were apprehended after it emerged that the center in question did not exist, and that criminals - including alleged rapists and sexual assailants who were supposed to be there - were freely roaming the city streets.

The scam was uncovered several days ago after a citizen phoned police to complain about a suspect who was supposed to be in the remand center, which was billed as an alternate detention center.

When police went to the center, supposedly located near Beit Shemesh, to see why the suspect was not there, they discovered that no such place even existed.

Instead, the suspect was seen entering and leaving a city yeshiva at his own will.

During the subsequent police investigation, it emerged that the Rabbi and another yeshiva employee were pocketing NIS 2,000 for each suspect they were supposedly 'monitoring' in the rehabilitation center that did not exist.

The two are suspected of passing on their business cards promoting the fictitious rehabilitation center to suspects during their remand session at the Jerusalem Magistrate's court.

Jerusalem police spokesman Shmuel Ben-Ruby said that police had never previously checked out the center, and that the court had simply trusted that it existed. Police said that more arrests are expected in the case in the coming days.
