Things like that happens in community where contempt for state law long ago become a common place.

On other hand it shows that "rehabilitation" practice that we use is, at least, outdated.

Fictitious 'Torah Rehabilitation Center' busted

Jerusalem police on Thursday arrested four Israelis, including the Rabbi of a city yeshiva, on suspicion of operation of fictitious Haredi 'remand and rehabilitation' center for religious criminals released on bail, police said.

The four male suspects, who are suspected of deceiving both the courts and police over the last several months, were apprehended after it emerged that the center in question did not exist, and that criminals - including alleged rapists and sexual assailants who were supposed to be there - were freely roaming the city streets.
