End of the West?

arpadThe Western civilization is falling. Its spirit weakened. Its democratic values make it impotent and defenseless. Oil crisis will stop its growth. Immigration and declining birth rate will drow it in people that despise Western values. The true Sunset of Europe is finally coming.
Ten years ago thinkers like that, praised Fukuyama's "The End of History".
Well, comrades, history does not stop. The lesson of previous step was triumph of free economy and free society over command economy. The lesson of this step is discovery that free economy roots are culture based. Discovery that no amount of investment will turn Africa into Europe. Discovery that democracy is not foundation, but a product of well developed civilization.
West already absorbs that lesson. I have no doubt that arcane problem of low European birthrate will be solved by rebuilding of the welfare state and redirecting welfare budget into child support. I have no doubt that militant Islam will be dealt with one way or another. The Western civilization proved itself most adaptable during several past centuries. Why do you think it will suddenly freeze and decay?
Do scientific development stopped at the end of XX century? Do social evolution of free societies thinned down to political correctness, gay marriages and abortion rights? Do you really think that the terrorism threat and East Asia development will provide humankind with content during the next century?
Bah! How it happened that the information revolution (only somewhat twenty years old) taught so few so little?
Let me spell it - this is the beginning, not the end. Our generation will see not a European sunset, but something very different.
Can you imagine a turmoil that forty more years added to average human life will bring into society? Can you imagine human genome engineering becoming a reality? Can you imagine drugs that enhance your abilities instead of barely correcting your ills? Can you imagine a real AI? Can you imagine all that together (and twenty more factors like that) in reality, not in movie? In reality with all its dirt - borders, competition, lawbreaking…
Or you still think in terms of comics where a bad scientist plots to destroy the world but is defeated by a dashing young pilot with a great grin and perfect hair (who also gets the girl, of course).
I believe that true strength of the West lay in factors that are perceived as a weakness now. I believe that Western multi-cultural tolerance, Western limitation of government power, Western rule of law, Western intellectual property rights will allow us to ride the wave of "horrifying wonders".
I can be wrong. May be huge influx of dangerous developments will crash Western civilization under its weight. May be countries with strong control structure will reap fruits of Western collapse and prosper.
But I am certain of one thing. Our old sandbox is going to change and we better start to think out of it.

Западная цивилизация заканчивается. Ее дух слабеет. Демократические ценности сделали ее беззащитной. Истощение запасов нефти прикончит ее экономику. Иммиграция и падающий уровень рождаемости заполнят ее города людьми, презирающими ее ценности. Варвары надвигаются. Нынешнее поколение увидит подлинный "Закат Европы".
Десять лет назад те же мыслители превозносили "Конец Истории" Фукуямы.
История, однако, не остановилась. Ее предыдущий урок – триумф свободной экономики и свободного общества над командной экономикой. Урок нынешний – открытие того, что корни этой свободной экономики уходят в культуру. Что никакие инвестиции не превратят Африку в Европу. Что демократия это продукт развитой цивилизации, а не ее фундамент.
Запад усвоит этот урок. Я не сомневаюсь, что проблема падающей рождаемости решится через переделку программ социальной поддержки. Я не сомневаюсь, что военизированный ислам обезвредят тем или иным способом.
Но, заглядывая в будущее, я думаю совсем не об этом.
Кто сказал, что развитие науки закончилось в ХХ веке? Кто сказал что социальные процессы в западном обществе свелись к политкорректности, гомосексуальным бракам и праве на аборт? Кто сказал, что проблемы терроризма, второсортной азиатской геополитики и экономического влияния Китая станут содержанием нынешнего столетия?
Мы живем в начале, а не в конце. И наше поколение увидит не закат Европы, а сполохи надвигающегося технологического переворота.
Попробуйте представить изменения, которые принесет в общество продление среднего срока человеческой жизни всего на сорок лет. Представьте что вносить изменения в человеческий геном стало доступно. Представьте лекарства, которые усиливают способности, а не помогают переносить болезни. Представьте искусственный интеллект (на уровне пчелы) и последствия того что понятие "рабочий" немедленно исчезает из словарей всех развитых государств. Представьте себе все это (и еще десятки подобных факторов) вместе в реальном мире с его границами, конкуренцией, законами…
Я считаю, что в слабости Запада заключается его сила. Что именно толерантность к чужой культуре, разделение властей, развитое законодательство, авторское право позволят Западу оседлать грядущую волну "ужасных чудес".
Я могу ошибаться. Возможно Запад захлебнется под этой волной и страны "второго мира" с их централизованной системой контроля пожнут плоды его коллапса.
Но в чем я абсолютно уверен – это в том, что мы будем жить в интересное время.

On other hand it is not so bad - bad news bring public awareness, and public awareness brings politicians move their asses. So bad news are our method for processing of short-lived problems.
But yes - it's a pity when historians, that supposed to look further than their nose, buy into that.

Date: 2004-08-12 09:02 pm (UTC)I am bothered by the doomsday way in which this information is offered. They can't say "hey bad times ahead" instead we get " Apocolypse now". Like the most recent "disease" to hit all of our news agencies... The Obesity scare! I don't know as much about the rest of the world. But yellow journalism abounds in todays society. It bothers me that I can't get the real news. It bothers me that people freak out over tiny things just because the news media tells them to.
Oil prices will rise and global oil reserves will slowly dwindle down. The earth is not made of Oil... thus this will occur in the fullness of time. As long as people compete with each other as a race, a country, or an individual there will always be bigger guns and better (scarier) weapons. This is sad but it seems to be the way humanity is genetically built.
Another note to your comment. I hope that information makes politicians think and try to make things better. It does not seem that way here. Here our politicians never decide what they believe in. They seem to be bought and sold as a commodity. We mock and make fun of them because as a people we want real men/women to come forward to be politicians. But it does not seem to happen. It is a catch 22 in our society. In order to run for office one needs money. In order to have money one has to make promises. This always ends with destroying all the beliefs they politicians stand for.
I don't know. Is it the same everywhere? Is democracy or an oligargy (what USA actually has)the same with the corrupt. It seems so to me. I follow world events. I watch as presidents and prime ministers are compromised in different ways.
